When she was a puppy, someone cared enough to put a cute little floral collar on her. What happened?

We are so sorry for this adorable and petite 2-year-old we named Grey Velvet. Her puppy collar stayed on while she grew up. It cut into her skin, all the way around her throat, and there was no one to help her. No one took care of her. No one to keep her safe. She's about 2 years old and just a mere 35 pounds. We find dogs with embedded collars all the time. It's so heartbreaking because you know no one has even touched her. What a painful, lonely life. Well, Grey Velvet, you are safe now. Lonely no more. You'll never feel pain again.
