Meet Anne Allen

Anne Allen is a Senior Program Officer for Strategy and Evaluation at the Harry and Jeanette Weinberg Foundation, where she supports strategic initiatives and assessments across grantmaking portfolios focused on scaling community-led, innovative solutions that advance pathways out of poverty and thriving communities. She works in partnership with nonprofits, community leaders, and funders to help grantees and communities define their own priorities, build evidence capacity to understand and measure impact, and invest in systems that support long-term resilience and well-being.
With more than a decade of experience in philanthropy and community development, Anne has held leadership roles across workforce development and place-based initiatives. She previously served as Vice President of Workforce Services at Goodwill Central Coast, leading employment and training programs and cross-sector collaborations that connected workforce, education, healthcare, and financial institutions to support family economic opportunity. Earlier in her career, she held roles with the Central Indiana Community Foundation and the Local Initiatives Support Corporation (LISC), where she worked on place-based strategies that strengthened family assets, neighborhood capacity, nonprofit leadership, and community-driven investment.
Anne serves on the boards of the Neighborhood Design Center and the Greater Baltimore Cultural Alliance, reflecting her commitment to community-led design and local leadership. She holds master's degrees in Philanthropic Studies and Public Affairs and is guided by the belief that strong communities are built through trust, collaboration, and sustained investment in local capacity.
She lives in Catonsville, Maryland, with her husband, Greg, and their 5-year old twins, Grayson and Vera.
